How can I say 'I don't understand you' or 'I can't figure you out' in French?

Je ne te comprends pas - this is the correct way because te takes the place of you

The above are correct. One thing people that have english as a first language have trouble understanding is that french as a language is more formal than english.
Vous = you (formal)
Te/Tu = you (informal)
If you ever find yourself in a conversation with someone you do not know very well, start with the formal version.
"Je ne comprends pas." avoids mentioning the person you are speaking with, so that is the version you should go with.

"Je ne te comprends pas du tout" or "je ne vous comprends pas du tout".
The "du tout" stands for "at all", and helps reinforce the fact that you are puzzled by the person, not what the person is saying.
