My baby parakeet just came out of its nest and went to the bottom of the cage and it has not gone to a perch yet how do I teach it to perch and also how do I teach it to fly???

put a lot of low perches right near the ground. He will eventually try to climb up, and it is less dangerous if he has only a short distance to fall.
As for flying, once all of his wing feathers are grown, he will try himself. You can also take him out and drop him from a short distance (make sure he has tail and wing feathers) If his feathers are grown, he will either float to the floor (probably ungracefully, thus the short distance) or take off, fly around the room, and crash into something- they need to learn how to land and steer- it isn't instinct.

You might put it back into its nest and leave it be or possibly set it on a perch. It is evidently not mature enough to fly yet.
Sitting on a perch and flying is a natural instinct for a bird. If it can't fly it can't fly it can't very well get off the bottom of the cage. You can't very well teach it to fly unless you are a witch and can teach it to straddle a small broom.

you don't haft to teach it to fly, its probably just too young. baby parakeets normally begin to perch at 2 or 3 weeks and begin to try to fly at 5 to 6 weeks. if he or she is older than this or something, don't freak out. its a birds instincts to learn this stuff.

It will fly when the feathers grow out. Take your index finger and practice daily by holding you finger under the birds breast while saying "step up". It worked for me.
I did he same thing with my girl friend. lol Kidding...
