How can I do that?

You can use Word Art to type over a picture. From the Insert menu choose Picture - Word Art. Choose the style of Word Art you want and click OK. Over type the words 'Your Text Here' with your own text and click OK. The Word Art can be re-sized by clicking and dragging the handles (at the four corners and midway on each side) Use the Free Rotate button on the Word Art toolbar to rotate the text.

Word is not really meant for this function. You should use a photo editor.

I have had some luck getting text on top of pictures in Word when you have them in invisible text boxes.

Good Luck!

You need something like Photoshop do the text and rotation, then insert the whole thing into Word.
