Children should be excited about Ramadan and around 7 they should try "half-fasts" like I did. Just go without eating till lunch. Then keep encouraging them. By 10 they should really be established in prayer and hopefully fasting.

13 is where it should really become necessary. In Islam, you are an adult at puberty.

I tried my first fasting when I was six. I was the one who really wanted to imitate my family members. I remember that I began with two hours and they gradually were longer. I kept on fasting Ramadan at the age of ten. The most important thing about fasting is not just not eating or drinking. It gives an unbelievable spiritual energy.
About your question, children are responsible for their fasting once they become adult ( they mature).

As soon as they hit puberty. That can be 13 for boys and 9 or 10 for girls.
