you can do that and if you get the right artist to do the tattoo it will totally look right.
i had my first three tattoos covered up. well, technically there is still an inch or so of one of my old tattoos still showing BUT whenever i get my full back piece tattoo finished it will be covered.
the most important thing to do is to research artists! not every artist is good at doing coverups and there is nothing worse than having a tattoo covered up with a worse tattoo.

It can be done, and it can look great. Cover-ups are quite challenging so it may be a good idea to shop around for an artist who has a lot of experience in this area. You should also bear in mind that the new tattoo will need to be larger than the old one (obviously!) and that, in order to cover it effectively, you may need to be flexible in terms of the design of the new tattoo. By which I mean, when having a tattoo generally you can have pretty much whatever; when having a cover-up the new design will need to be very cleverly put together to hide the old tattoo in, for example, darker areas of the design. So although you would of course be able to choose subject matter and work with your artist to come up with a design you like; you can't just slap any new tattoo over the top of the old one.

If you go to the right artist, it's a good option. Some artists specialize in "re-doing" existing tattoos, and some just do new ones. Your best bet would be to call around to some of the salons in your area and tell them what you are needing. I had to have my two re-designed a few years ago. I dropped in at a salon, and was told they had nobody there who did re-do's, but they gave me the name of a lady who specialized in that. I called and made an appointment with her.

Talk to a reputable tattoo artist. Most of them can figure out a creative way to cover it and turn it in to something you like better. People do it a lot and its not noticeable.

Yes you can do it. How it turns out depends on the tattoo you choose and the person who does it. Really research tattoo artists before you go get it and ask their opinion and what type of tat to get and how to get the best outcome.
Don't be afraid to ask questions and give input.

Depending on what you have there now, your cover up options might be a little limited, but a good custom and cover up artist should be able to work with you to find the perfect design. Good luck.

i wouldn't use the word covered as much as modified. but yeah those guys can work miracles.
