I'm not really sure how to word this, but the start bar IS on my screen. The problem is that the tab things that pop up so you can switch back and forth between programs are gone. I have to alt+tab between everything.
Does this make sense? One day my computer froze and when I got it back on it was like this. Has been ever since.
Can anyone help me? I'd really not like to system restore because I've downloaded a lot of stuff I don't want to disappear.

i'm trying to hold off on the system restore as someone's borrowing my external hard drive, but i did the run-> explorer.exe thing. that just opened a bunch of folders. what do i do after that?
i have the quicklaunch toolbar and can add others, so i don't know if that's the problem.
i tried to resize it, and actually, that's how the problem came about. i accidentally moved the start menu to the side of the screen and in moving it back, it disappeared for a while and froze my computer. if i unlock the startbar, the dots to resize and move the toolbars shows up, but not for the minimized programs: http://www.flickr.com/photos/7338424@N03/421497438/
also, my ctrl+alt+del window doesn't have the file thing on top. i know that's a seperate problem, but if it's an easy fix...? http://www.flickr.com/photos/7338424@N03/421506728/

If you right click on the start bar, make sure there is no check mark next to "lock the taskbar" now you can put the mouse on the top of the start bar (where the cursor has the up and down arrow) and pull it up so it's twice as tall as before. Now you should be able to see all of your quick start programs.

If I understand your question correctly it's the tabs for currently running programs that is missing?
My first inclination is that it might be a size issue. You can make you're start bar biogger by dragging the top of it up.

This may not be ideal, but at least you'll know if you're windows is working correctly. There is no way to remove the opened applications from appearing in the task bar that I am aware of.

hit CTRL ALT DEL to open Task Manager. Then click File>New Task (Run).

Type in "explorer.exe" without quotes

If I'm hearing you right I think you just lost your toolbars. Try right clicking on the bar itself, select Toolbars, and select Quicklaunch.

Save all your important crap (important files and such) on an external drive of some kind and do a system restore... if it comes down to it, if you have to start from scratch then all your goodies will still be safe.

The _explorer.exe_ technique isn't able to start. for that reason press _ctrl+alt del_ and pass to tactics seek for explorer.exe technique manually. no count number if that's not there then it somewhat is your concern
