Now I cannot access internet options via control panel or Browser tab. Help

uninstall internet explorer 7 via the control panel in add or remove programs reboot then reinstall internet explore 7 that should solve your problem
if it doesn't appear in the control panel it's probably not installed correctly just run the IE 7 installer again

internet options should be under the tool dropdown in IE7.
Should be there under control panel as well.
Try rebooting the PC and if that does not work try installing IE7 again.

I would uninstall it because its very unstable and causes your computer to crash. The best web browser is Mozilla firebox www.firefox.com.
