It's called the old TV Dinner morality mix-up conspiracy of 1962. Several housewives in the Quad Cities Iowa were trying to hold extra jobs in order to avoid losing their homes, since their alcoholic traveling salesmen husbands were never bringing home enough to cover the mortgages.

These housewives held a protest at the perkins Pancake House in Decatur, and used the engine of a 1960 Chevy to heat their foil-wrapped TV dinners. They had a bumper sticker which read 'Jesus will take me in the Rapture.' This confused the local press, who conflated foil fast food with morality.

The whole thing snowballed after that. Next, women with big hair were protesting gay couple with too much eyeliner and with matching, his-and-his spandex bike shorts at Disney Gay Daze. Go figure.

While you won't see the phrase "Family Values" in the Bible, or the words we use now days to describe them, the concept is contained in the Bible. However, it does not mean that the OT Jews or the NT Christians had a monopoly on the concept or the values themselves. It wasn't until recently that we as a human race felt we needed to be told every little thing and proven every thing in order to find value in it.
So while you still don't have to be a Christian in order to be associated as having Family Values, it seems to have developed as a Christian tag line in the 80's and spread like wild fire run amuk during the Clinton administration.

Many people who claim to be Bible followers, actually behave the opposite of what it really teaches. This even goes for religious groups. If one judges the Bible by what they do, the conclusion reached will be very much 'off base'!

Actual Bible-based Christianity --on the other hand-- teaches what the Bible Actually teaches. For example, what it teaches in regard to the Bible is organized in this 'Bible-guide', complete with linked Scripture references, for ease in seeing what the Bible itself says on each subject :

Family Life That Pleases God :
1 What is the husband's position in the family?
2 How should a husband treat his wife?
3 What responsibilities does a father have?
4 What is the wife's role in the family?
5 What does God require of parents and of children?
6,7 What is the Bible's view of separation and of divorce?

So, Christianity itself is very much linked with strong family ethics. Whereas the behavior of those who only Say they are Christian are giving a false picture of what Christianity really is.

Family values are NOT based on Biblical scripture, they just agree with it. But nobody else was taking all the credit for things that are common sense, so dogma stepped in.

Family values are very bible based. You obviously didn't look. it's all over the Bible. Old and New Testament. Everywhere! Family values are in practically every book of the bible. (See the sixth commandment, book of Wisdom, book of Leviticus, the gospels, and all of St. Paul's epistles)
