What about the Griffith Observatory area? You do have to do a little bit of hiking, but there are pretty areas that overlooks Hollywood Hills and Glendale/Silverlake area.

La Arboretum in Arcadia,Ca. May be a little to far but it's beautiful!

Usually a park with a lake or mountains. I'm not familiar with that city, but I can give you suggestions on what would look really beautiful in photos !
