Well, it depends. If you are a yank, it is a compliment. If you were a Cuban, it is an insult ( but I assume that you are not Cuban )

I speak fluent Spanish and I call my best friend flaca.. it mean skinny or thin, someone is saying thin woman or lady.. its in a very respectful and friendly way.

It means the exact opposite of GORDO...

Gordo means Fat. Flaca means skinny.
