if their is some truly legitamate reason for yahoos refusal to permit All CAPS, I wander why they have failed to include it in their COMMUNITY GUIDELINES

I agree with the first person to answer this question. Typing in all caps is the internet equivalent of shouting at someone and is considered very rude.

It's also hard to read, even if you're not elderly. I am in my late 20s and have a difficult time reading something in all caps.

In Internet speak, all capitals infers you're yelling. There are companies who do business, primarily through email, and all CAPS can get you in trouble.
