can a person who has an American citizenship provide a greencard for his brother?

That is not in the Constitution. It is here:

uscis.gov

Only the government can provide a green card, but this says how people can petition for relatives.

My mother married a US Citizen who filed for me to be here legally. I currently hold a green card.

My aunt...an american citizen, filed for her neices and nephews (my cousins)

I think it is possible for a citizen to file for his brother.
