It might depend upon the question. For example, a question of "what does Torah say about ...." then a list of quotes from Torah on that topic would be a valid answer.

Likewise with a question of "What do you think about ....", a person who uses Torah (or any other resource) as the basis for their thoughts, might legitmately give a list of quotes which guide their thoughts on that matter. For example, a question of "What do you think about Lashon Hara?" would tend to provoke quotations from the Chofetz Chaim. Indeed any answer that didn't use the Chofetz Chaim would be incomplete.

if the quotes answer the question then it's an answer. If not, it's a regurgitation.

It can be an answer, but only when the question is "what are some quotes"
