You know... i don't normally say this publicly to people i do not know... but in this case... i will make an exception..
BEAT HIS ***!!!
if he is 3 and potty trained, he knows the proper place where he should be going to pee and poop and it is not in the place that you place your food!
I'm not sure what you have done to tell him that these things are wrong, but you need to step up the punishment level because he still does not get it.
What does his parents say about it? I can only hope he does not do this at home, and if he does, how are they handling it? if they laugh, giggle, or make it seem like it is cute, they (or whoever it is, if that is the case) is just embedding the behavior in his head and ultimately will be making it harder for him to break the very nasty habit.
As for the cat, i would sit with him and teach him the RIGHT way to handle the kitty before fluffy turns and attacks him. if the raising of the voice, scolding, time outs and whatever else you can think of does not work... BEAT HIS BEHIND! he has got to learn that his behavior is not acceptable.

Get his mother to give him a warning before he comes round and, ask her to sort him out if he does it again. He needs some dicipline of some sort. He needs to have something taken away from him or to be told he can't go to the park or whatever he likes doing. Ideally his parents should deal with this, not you, and they should also clean up any mess he makes as well. He is their child and they need to learn to control him, or you may have to get tough and say he cannot come to your home untill he behaves. I wouldn't let my kids do that sort of thing in my home or any one elses. The only other thing to do is keep the kitchen out of bounds to him. Also about the cat, let him get on with it, let the cat tell him herself, she will soon get tired of him and give him a smack and scratch. This will hopefully frighten him and hurt him enought to make him realise he cannot hurt the animals without them getting him back. When he comes crying to you or his parents about it, just say "oh well you should leave the cat alone then " and don't cuddle him or shout at the cat because it is his own fault. He is old enough now for you to be firm with him.

Has he only done this once or more??
Maybe he thought that your ham needed sterilisng??
in any case I think you should tell him off severely?
If this problem persists perhaps you should cut the offending item off and there fore the problem is solved!
