what's up with stay at home moms suntanning in the yard? do they really want us guys to look or not?

If they are tanning in the front yard for all to see, then yes I would say they want you to look, but if your peeking over their fence, or looking down on them from above, then I would say No they want their privacy, and you want to see them!!
