I'm trying to find a free editing program that can help me change the size of my videos, plus change the format. Nothing really complicated. I just want to change the video that i have from 352 x 240 to 352 x 288 and make it wmv instead of mpeg. Any suggestions?

To make WMV, your best bet would be to use Windows Movie Maker (Available with every installation of windows) or Windows Media Encoder (Downloadable from the microsoft site) because WMV is a format native to microsoft.

Using Windows Movie Maker, the export option is rather limited so you may want to tweak around to be able to stretch your video from 352x240 to 352x288 as those resolution are not "Standard". With Windows Media Encoder, you can freely specify the specs for your encoded files. (e.g. the framerates, stereo, mono etc.)

But for a complete Free solution to your problem, try using the popular open source software VirtualDub ( http://www.virtualdub.org/ ) or it's fork, VirtualDubMod ( http://virtualdubmod.sourceforge.net/ ). You can edit and do pretty much everything a consumer-level video editing software can do. (Including transcoding mpeg to wmv and stretching the vid)
