that would depend on what kind of crimes the person committed, of course felons would not be given the priviledge to be a benifit to society, petty and misdemeanors would/could get a waiver or a judges court order.

probably because you are young and the reason why people got drafted in the 6os and Vietnam was because the us didn't have enough soilders
