He can do that, just as you choose who to tell a secret, and who to keep it from. Maybe it has to do with those who walk according to the Spirit's leading...

You can only receive the guidance from the Holy Spirit if you have accepted Christ as your Lord and Savior, have been baptized,seek forgiveness of sins, and repent

In the bible in the book of Romans " Faith commeth by hearing,hearing the word of God ".So if you don't read or hear the true word and accept him as your savior ,you will pay for your own sins ,That's why Christians are to spread his true word.

I've just been looking at this.
Some of us are (according to St. Paul in Romans 9) "Vessels of wrath, made for destruction."

And since God made us, he has maker's rights (potter's rights, Paul has it) so there's no comeback, no grounds for complaint.
