how do we know that all the apparently "normal" seeing people are actually the colour blind ones and the "colourblind" people are actually seeing the right colours?

Colorblind people usually have a deficiency in how the cones in their eyes work, everyone sees colors a little differently, but color blind peoples cones do not work properly, or at all.

There are standard charts(Ishihara) which sort out those who have normal colour vision, they can see the numbers, patterns or letters, from those that can't. You can see these, and test yourself on: http://www.toledo-bend.com/colorblind/Ishihara.html
