first if a girl looks at you str8 in ur eyes, that means there is something there that she likes. and when she has the guts to keep looking at ur eyes when you stare back, that means that she wants you to know that you attract her. so do something. If her friends are staring at you too, that could be that the girl told them that she likes you.

Have you ever heard the saying "The eyes are the window to the soul"? Well i believe that you can tell alot by a persons eyes,like whether they are lying,sad,happy.So that is probably why she was looking into yous eyes,as far aas her friends you know how girls are they probably wanted to see you reaction to her.Ask her out.
