Well first off, i'm a 15 guy, 5 foot 8 and 127 pounds. it might not way much but you can see fat around my stomach. I've been eating a lot of fruit and vegetables and eat 2 eggs in the morning. and some meat later on. I drink a lot of water too. Well my work out starts off as walking for 20 min, then streching then 150 jumping jacks. then i do 100 sit ups, and about 15 pushups. Then i do different kinds of weights for my arms for about 20 min, Then tomorrow, i'll do the same, except instead of working my stomach and arms out, i'll weight lift for about 10 minutes or so, then do pec flys about 20 times. Then i'll workout my legs. Oh, and what i really want to get is bigger arms, chest and a flat stomach. and all the weights are heavy enough so its hard. Thanks in advance.

Do something for your back muscles too
if all you want to do is chest an arms then I hope you want people to look at your wierd...because by not doing your back that is exactly what your going to have to look forward to

Try doing chin ups/pull ups

as for how many do as many as you can....same goes for pushups....dont just stick to those 15 or else you'll never improve...your body will get used to it and stay the same

as for legs....I hope your doing squats and lunges as they are probably the best leg exercises out there for a beginner like yourself

just remember what I said about doing some back exercises

bench pressing , curls, push ups, sit ups, A V crunches, and running...maybe a mile twice a week...with everything else ..start off with 10 reps...and increase by 10 with each workout....at least 3 times a week....it's not about the actual weight with lifting weights and you can increase the reps..which will give you more tone

ok you need to wake up at 5 in the morning and on an empty stomach stretch and go for a run then work out no wieghts yet and then after school feel free to do wieghts. and dont have to be on a diet but dont eat junk and keep drinking water.

Anything is really fine - as long as you are smart about it. Make sure you stretch, give your body plenty of rest (at night and a day off), and if your hurting (you can tell the difference between a good hurt and a bad) then stop.
