Your question is pretty vague.. you mean what happens to you as the victim or what happens to the other driver ?
You:
you heal.. then, if you can identify the other driver you address your losses either by his insurance company or directly.
Him:
A couple of things.. he may be charged with hit and run unless he has circumstances that explain his departure (head injury and wandering.. taking passenger/self to hospital for urgent care.. these are pretty clear cut. In those cases he has a prescribed period in which he needs to report the accident)
He (or his guardian, spouse, etc..) must report the accident to the DMV along with the supporting paperwork (insurance, registration, etc..)
He (or his guardian, spouse) should be contacting you regarding the damage that YOU have suffered.
If he fails in the first two items the police may look for him with a criminal complaint. The DMV will definately be asking him for his license back however you will not be involved in that action.
that's about all anyone can definately say based on the little you provided.

If caught by the police, they get a citation of "leaving the scene of an accident". Which will probably get their license suspended, a hefty fine, and possibly jail time or probation depending on their prior record and the severity of the accident.

You need to call and write to the Insurance Commissioner of your state. This happened to me once and my insurance company had not done one thing to help me for over 8 months.
After I sent them copies of the letter that I wrote to the commissioner, my car was fixed and I had a fat check in 2 weeks.

if you get caught you will be put in jail. if someone was hurt you are looking to be in jail longer and bigger fines.
if you did not get caught you are a scum bag for leaving the scene. turn yourslf in and deal with the punishment.

When found he is charged with leaving the scene of an accident, which is pretty much illegal everywhere.
