we were talking to people online that was all we did nothing sexual. He didn't want any of that he has told me many times.

"loves you sort of?" was he trying to have sex with you? I don't know what "sort of" means. Either you love someone or you don't. That's crap, please don't fall for it. Give him some room until he can decide if he really loves you or not. In the meantime you might find that you really don't give a damn about him and move on to something better.

He probably means his feelings are more than just liking you, but not quite love...kinda in the middle of like and love....
