i'm guessing your talking about cad, change layer block is on but only parts that will change are those that were made w/ a 0 layer. Question is kind of vague.

in autocad?
query the title block to determine what layer it is on and its propertys. From the query box you can change the color of that item, or you can go to the layer menu and change the color for all elements of that layer.

It depends on the CAD packet (s/w) you are using. In Xilinx you would edit the symbol and change the line properties.
