In one of my magazines it said that some people just natrually have thin skin around their eyes, which is why it looks darker, and you can't do anything about it.

Bags are caused by laying in a horizontal position for a prolonged period of time.
The facial muscles relax and Skin loses some of its elasticity with age, and muscles within the eyelids lose tone, causing what is known as bags under the eyes. In addition, fat can gather in the eyelid, and fluids can accumulate and cause swelling. Puffiness around the eyes can also be caused by allergies or excessive consumption of salt. Smoking can aggravate the problem.

Allergies can cause your eyes to swell at night. Also excess fluid in your body from too much salt in your diet can cause water retention. Do not limit your fluids, limit your salt.

One of the easiest ways to get rid of eye swelling and bags under the eyes is with tea bags. I know it sound silly, but what do you have to lose, try it. It works!!!! Take two ordinary teabags and wet them. Place them on your closed eyes and lay back and listen to the news. Within fifteen minutes your eyes will not be swollen and you will look refreshed. It is amazing!

It could totally be your allergies, try taking an OTC allergy medication during the day, and maybe a benedryl before bedtime. It could help with the bags and/or dark circles.

Try putting a cold wash cloth on your eyes. That reduces puffiness. Also St. Ives cucumber elastin is cheap and works very well. I hear preparation H works good too but I haven't tried that.

Several things, it could be hereditary, it could be not enough sleep, it could be too much sleep, or maybe you are not drinking enough water. To much caffeine can cause problems too. Try putting a couple of cucumbers over your eyes in the evening before you retire.

Consider putting a tiny dab of Preparation H ointment under your eyes (carefully) this will "unpuff" your bags.

Drink more water.

Sleep with your head slightly elevated - this stops fluids from staying near your eyes.

Make sure you get enough sleep.

Put a cold spoon or cold cucumber on them in the morning.

put a spoon (or two) in the freezer before you go to bed... when you wake up, place directly over your eye until the swelling goes down.
