If so, how does one do this? Also may one have the page numbers start on a page other than the very top?

File>Page Setup. Select Layout tab and then check "Different First Page." This should automatically turn off the Header on your first page.

Yes, you have to choose "New Page" and check "Different First Page" for the Header and Footer in the Page Setup/Layout option for Page 1, then on the following page (Page 2) type in your Header and place your Page Number in the Footer and you should be good to go for the rest of the document if you don't have any other Section Breaks within. You can do a Print Preview to make sure it's the way you want it and it's not showing up on your first page. It's all in the Page Setup/Layout options which controls Headers/Footers within a document as well as what Section Breaks you already have within your document. Inserting a Section Break can completely throw off your headers and footers so be careful with that as well.

And make sure you turn off Same As Previous Option by clicking on the "Link To Previous" Button which will turn it off. That will tell it NOT to link it to the first page.
