Try install the latest version from the internet and not from the disc. Sometimes DirectX plays up like this. Pain in the butt.

when you download this, turn off the firewall till your done, then turn it back on, run a virus scan after, see if this helps, fire walls can block alot of things and it is always good to remove the old, before adding the new, this way you have the space for it, hope this helps. make sure the computer will have the space for it also, you might not have enough space for it to download, run a disk cleanup, this will free up space on the computer.Good Luck

the best way to install direct x is by the direct x web installer(http://www.microsoft.com/downloads/details.aspx?FamilyId=2DA43D38-DB71-4C1B-BC6A-9B6652CD92A3&displaylang=en)
as soon as you run the downloaded program it will download the latest direct x runtime and then update as nessecary
also if you dont have your motherboards chipset drivers installed, try installing them,i say this as i had a similar problem to you ,i have a 256mb geforce 6600gt a.g.p but in the nvidia control panel it was coming up as a pci-bus device,i looked on the nvidia knowledge base and found this solution..install the mobo drivers(chipset)nforce..which i did and the a.g.p bus spec was there
what i am trying to say is the mobo drivers can directly affect the way your graphic card is reported and ran
finally most of the direct x versions that come on disk are well out of date by the time they are published, and the ones that come with the cards can be years out of date
allways download graphic applications such as driver updates and direct x versions,at least they will be up to date
while your at it,it may be a good idea to update your graphic card,if its nvidia...http://www.nvidia.com/content/drivers/drivers.asp,and if its a.t.i...http://ati.amd.com/support/driver.html
good luck
