You want to first reposition the head, just in case you didn't do it right the first time. Just in case the obstruction is the persons tongue. If you see an object, take it out, do not do a blind finger sweep. If you know there is an obstruction, and can't get it out, the AMA says to start CPR.

don't remove the object. get someone to call for help so they can relay what/changes in the persons condition. do not do mouth to mouth unless you carry a month to mouth mask as the risk of aids. stay with the person. the ambulance control will be able to tell you what to do. but if you are not sure start chest compressions. make sure the person on the phone stays with you and before you run in to help make sure you will not be in danger.

Reposition the head, retry then, finger sweep. If you are unable to give rescue breaths, you should continue to chest compressions if the patient is pulseless. Circulation is the most IMPORTANT, So don't stop efforts if you can not give rescue breaths.
