well... it will be depends on how much budgets that you willingly to take out for the ads itself.... if you have a very very big budgets, so i think to advertise on TV will be a good idea.... but you would probably consider some print advertising on a magazine or newspaper will be the other way to spend some extra budget if you can't afford TV.... you just have to find a good magazine that you can feel that the readers will interested to go on your website...
adveritse on the web will have some great advantage too... try to use Yahoo! sponsor result or Google advertising program... you can make a different kinds of campaign for your own website.... it's pretty easy to use...
and probably you can contact the other website to put your banner on their website.... most people do that.... so... there will be lot's of stuff that you can do on the web...

It really depends on your budget. But if you do not care about this, then I have to say that you should combine both. Actually, there are no "best" strategy when it comes to marketing. A combination, however, works well because you are having the best of both worlds.
As for your wine website, you should try to remember that you should also input valuable information/contents about your product. Be able to also have useful wine tips or recipe/s that make full use of your product. Remember that online, you have to maximize "content" to be able to get authority on your chosen industry.
