Lack of belief in a deity does not make a person moral, indeed the reverse seems to be true.
Morality is partly genetic and partly memetic and cultural/societal. Natural selection favors cooperation, friendliness, honesty, and so on.
We know morality is not biblically derived because people are no longer burning free-thinkers as witches, stoning disobedient children to death (which the bible mentions 5 times, even Jesus says to do it), killing women who don't marry as virgins, cutting off the hand of a woman who grabs a man's balls to fight him off, murdering any non-believers and so on. Clearly the world would be a much more barbaric place if we got our morals from the bible.
We call Muslim "extremists" immoral but they're the only ones who actually believe what they say they believe. They're the only ones who believe the Old Testament is literal truth and so they have no problems killing non-believers, murdering women and children, and so on. Yahweh/Allah does command it.
Anybody who says fear of god or punishment is the only reason to be moral is an inherently immoral person. Someone who would rape, murder and steal if there was no fear of punishment (an incredibly childish, preconventional level of morality) is NOT a moral person by any stretch.

Why would it?
If we look at our prisons, it seems that a much lower percentage of atheists as inmates, than in society. If atheists are immoral, shouldn't that be reflected in the penal system? Or does atheism provide some magical method of avoiding prosecution while being immoral.
Most Buddhists are atheists, does that mean they are inherently immoral too?

It doesn't, of course, it just means that a person doesn't subscribe to the religious belief that all humans need to be "saved" from the innately "sinful" nature. I believe people have flaws and weaknesses, but I think it's better for each person to take responsibility for their own actions than to turn to a supernatural savior to wash them away.

I have NOOOO idea... like I told that person asking about it... if anything Buddhism places MORE responsibility of my actions and thoughts at my OWN feet. I don't have a deity nor demons to blame when things don't work my way, only my own mind and actions.

It doesn't. If a person who believes in a Deity judge you for not believing in one, they're the ones who has no moral.
