In Belgium, married women usually don't take their husband's name.You can probably find her in the phonebook under her own name.

Try google, people finder.
If you now all the details birth etc, it's possible to find her on the Internet.
The hall (gemeente bestuur) don't give any details because of privacy protection not even on family.

Contact the "commune" (french) or "gemeentebestuur" (flemish) where she last lived. (that's the local council) They can tell you where she's moved to. She will be registered under her maiden name.
