when the light hits it at the right angle its a little shiny, and it itches sometimes

It could be a few things, the safest way to find an effective treatment is to get it diagnosed properly first! Self diagnosis and treatment can do more harm than good.

It probably is eczema, it works well to use baby oil in the bath or shower. A doctor can give you a prescription for it also, I have seen it go away and never come back before, so much luck!

this really works, take lotion and warm it in the microwave and then add sugar, rub it on your dry skin right before you are going to get in the shower, it is sticky but it really works
