Does anyone know about how much they charge for just the labour to install laminate (400 sq ft), also to install porcelain tile (75 sq ft)? Per sq ft?

This is going to depend on your area. And it will still depend on who you have do it. Best thing to do is ask people you know or work with if they have a handyman. They will tell you someone really reasonable that does good work. Call the contractor or handyman and get a bid.

As was said before a lot depends where you live, the size of the tile, what kind of laminate, the complexity of the room(number of cuts, laying under-counter, removing fixtures, appliances, cabinets, furniture, sub-floor repair, ) and the experience of the installer. Contact your local tile shop to get a "ballpark" price range for the tile. Again, the tile shop might not be willing to supply this information, as the price range is wide and they would appear "un-informed" when he job came in for reasonably more. Same with the laminate. If you did not purchase the material the only true way would be to put the job out for bids. If you could supply more info maybe I could give you a better answer.

vanessa; 1 to 2 dollars a foot to install tile or hdwood floors, does not include sanding...prefinished only
