You could buy them either from a pet shop, or from vet clinic, or hospital (there is one in maadi.
if the pet shop doesn't have, you could always ask him if he could get you one, as the pet shop owner knows other dealers,
Also some pet shops can actually get you the pet you want from abroad, (I know a pet shop in Alexandria that can actually get you any kind of pet you want, with certificates & fully vaccinated) you just have to ask around pet stores & ask where did they get them from.

Please, I'm begging you just don’t go and buy one from a pet or livestock market or any of those disgusting roadside pet shops, that’s what I did and I only later realized that almost all birds in the middle east are wild caught and its almost 6 months later and still he wont even sit with me and every day I fear that he might die of stress. It was the worst decision I ever made. The mortality rate of wild caught birds mostly parrots are as high as 60%, for every 1 that ends up alive in a market somewhere, 4 would have died on their way... Take your time and just search for a breeder with young, WEENED babies. There are a lot of people in Cairo (where I presume you live) you must be able to find somebody, contact a British vet clinic, they should be able to help you, even with an older bird in search of a home.
