It's not, you choose to try things, but not to get hooked.
Getting addicted to a drug is a mix of exposure, economics and the individual.
You have to first be exposed to these substances. If you're not you simple cannot get hooked on one. Though we're all exposed nowadays to everything from street drugs to pharmaceuticals.
Then there's economics, if you cannot afford it, you won't use it. People try to argue this, but it takes money to stay hooked. Bank robbers especially prove this point, before they become bank robbers they'll be substance users, after they rob banks they have money to waste so they'll be drug abusers.
Lastly it's about the individual, mostly inner turmoil I think. If you have a good inner self you're less likely to seek escapism, and you're more likely to break the cycle of addiction. If you are running from your past, drugs offer that escape for a while so you keep going back.
I'm sure there's other minor things, but those are the major ones, Economics, Exposure and the Individual.

You choose to start doing the drug in the first place. You don't choose to get addicted, that's more of a side affect. You can choose to quit using it, but it takes more than just not buying/taking it anymore, it takes breaking the chemical addiction and the physical habit of actually buying/using it. It's a lot harder to stop than it is to start,though, so the best cure is prevention by choosing not to do drugs in the first place.

because you can choose whether you want to take drugs or not. if you become addicted and want to stop but can't, you choose to be weak minded.
