Technically You can't until you are of legal age to enter a contract. Legal age is 18, unless however the minor is an emancipated Minor, then you must use your legal emancipation documents to get the credit card.

I do not recommend becoming emancipated just to get a credit card. I would recommend getting a prepaid or gift card. You put money on the card then can spend it like a normal credit card.

The rules and regulations vary from country to another.. and upto a much extent even you give a credit to a minor... the rule differs form bank to bank... even in the same country... minors cant have accounts.. but certain banks have introduced even credit cards opened jointly with their parents... the main concept is to have financial control even from the small age... the parents will be getting the statement os accounts by the month end... You have a special application to be signed by the parents ... and here it is very much popular...

you cant unless its one of those cards you pay for up front and then however much you pay thats how much you get to spend, but its not the same as a credit card, it doesnt help you build credit.

You can't, since you cannot enter into a legally binding contract until you reach the age of majority -- 18 in most states.
