Give him a candle lit dinner at home with just the two of you. Create your own menu with "your" restautant's special name at the top and display it in French (the language of love). Fix something elegant and fancy like salmon and rice or fix his favorite dish. Cover the table with a table cloth and sprinkle with heart shaped confetti. Put 1-2 red candles on either end of the table.
Make a list of "100 reasons why I will never leave you" written on parchment or printed on your computer. Find a double sided memory box that has a place for a photograph on the opposite side. Put a photo of the two of you together in one side and the list of 100 reasons on the other with special scrap book decor or sentimental items you have kept (a lock of hair, a movie ticket, etc.) over the past few months/years.
Set your creation on the table between the two candles.
When he arrives greet him in sexy lingerie or a french maid outfit with heels. Serve him through out the night, because he is your very special guest.
When dinner is over serve him up a steamy massage and then give him the greatest gift of all............you!!!!!!!!!!!!!!!

What about doing something that's not about money? I mean, make him a great birthday: his favorite meal or something really fabulous. Make him a really heartfelt card, plan a walk in a great location (the beach or a really nice park).

Something that shows how much you appreciate him in ways that are totally unique to you.

Have fun!

You can make a day of it take him to a nice lunch if its on a weekend, then take him to do something that he has been bugging you to do & if he hasn't mentioned anything that he has wanted in a while then ask one of his friends they might know something he has been thinking about doing. And you can surprise him with it
