Depends where you are. About 50% of the UK can have cable service, and the bulk of the UK uses BT. If you are in the area near Hull, then you cannot use BT, but Kingston.
The 125 pound fee for a line from BT applies even if you move into a new house / flat and there's a socket on the wall. Someone has installed the cable and sockets, and BT won't connect you up unless they get their fee.
Watch out if you are considering service from some other firm - BT has recently added into its terms and conditions that if you get a line installed (for 125 quid) but switch to use another company (such as TalkTalk, or one of the other 'package deals' as found on the Magenta Systems website - see link below) and you will be expected to pay the remaining 12 months BT line rental (ie around 150 pounds less the months you have already paid).
If you are after internet access as well, it might be possible to get Bulldog to get the phone line installed for 99 pounds (but they might have the wrong fee on the website).
If you don't want their broadband service (and don't want ADSL from anyone else) then choosing their free PAYG broadband (at 0.00/month) gets you installation for 99.00 and monthly line rental is 10.50.
The 10.50 fee is below BT rates, but you may be blocked from using cheap call services like 1899.com (low cost per 01/02 call, and 1p/min to the USA).

Depends where you are geographically. Do you have any cable companies near you? On some occasions other licensed operators (OLO's), virgin (NTL Telewest) can use BT's network - generally though there is a connection cost unless you sign up for a heavy contract / package. Got this from OFCOM link -
"It cost £1K to build 1 joint box in the pavement, £150 for every meter of duct with cable and then the engineer visit to join it and connect it at the exchange and home business"
Makes £125 sound decent, but I know what you mean.

No your other option is cable if it is available in your area. You can choose a phone only or a package deal to include cable TV and Internet. For pricing contact your local cable supplier.

Check your local yelloe pages for suppliers in your area.
BT may be able to offer you Spread Connection which is splitting the 124.99 into 5 instalments (if that's any help)

If you sign up as a business customer with a longer contract period you can get it for free with BT. You can still opt out for call though using CPS
