maybe she's scared of getting pregnant or of having sex. and there's a saying that "once you've had sex with your guy,he'll move on to something new to explore". for a girl-> sex is like giving away everything that she has to offer and that's scary.

Not necessarily is she cheating. It may be that she wants to wait before having intercourse, or it may be that she prefers masturbation. Ask her. There may be a very reasonable explanation.

has she ever had intercourse before? maybe she thinks that she's staying a "virgin" if she doesn't go all the way w/ you. or maybe she's afraid of getting pregnant or catching a disease. ask her. you should be able to communicate w/ her & be honest, and expect the same from her.
