If you only do diet and cardiovascular exercise, you will lose some weight. However, you will lose more weight if you eat a healthy diet, get regular cardiovascular exercise (such as brisk walking), and also do resistance training (weights).
By toning and strengthening your muscles, you will increase your lean muscle mass and allow your body to burn off more calories.
If you just do cardio, you will only burn off fat while doing the activity. Resistance training increases the amount of calories your body burns off even at rest.
If you have a chance, see if a local gym can offer you tips on how to safely and effectively start a weight training program. All you need at home is a set of free weights.

I lost 105 pounds in 6 months. Here is how I did it.
1. Every morning get up and walk for 45 minutes. You can start with less time, but you want to get up to 45 minutes, and it must be fast walk. You want your heart rate to go up. It must be in the morning, it kick starts your metabolism.
2. I cut out Red Meat, and fatty foods. Boneless skinnless chicken breast, baked, or grilled, rice and vegetables (steamed).
3. Eat half. Just eat half of what you normally eat. Put 1/2 on your plate, and put the rest away. Cook less. When you go to fast food, get salads only. Or grilled chicken. No fries, only diet soda. Or water.
It will work, once you get into a routine, you will get hooked on the results, and you will keep the routine. It has been over a year for me.
Also start counting your calories. Write them down. You would be amazed as to how much more aware you are of your caloric intake, if you actually write it down. We recently discovered a site that offers a great program that counts calories, as well as keeps track of everything. It allows multiple users, so everyone in the family can keep track. They offer a free 7 day trial, and so far I am very impressed with the product. Try the 7 days and see. It allows you to add the exercise that you do during the day, which increases the amount of calories you can take in. Very Cool!!

Stay motivated, and get up and walk every day. I seriously lost all my weight starting off my day on my walk.
Good LUCK!

I assume you mean losing body fat, not necessarily lowering the quantifiable total body weight. Measuring one's weight is not necessarily the best means of determining some level of fitness. Focus instead on your body fat percentage.
If you have a problem with laziness, you will have a problem with getting the results you want. Yes, a proper nutrition plan (for ideas see some of my other answers in diet & fitness) will certainly help you. Normal walking can help to some extent but you won't likely see results on a scale. Any activity beyond being a couch potato can be helpful. The body will respond more favorably if you can find some motivation and kick up your plan a notch. Exercise is SO important for a healthy lifestyle and it can be lots of fun.

I've tried many diets and couldn't make anything work. Since having my first child, I've been carrying around an extra 30 pounds. This diet just made sense and showed me that everything I was doing before was wrong and a waste of my time.
The plan was so refreshing and so simple to follow. I did everything plan said and lost 23 pounds in the first three weeks. I'm now starting the diet again to lose 7 more pounds. This plan has changed my life.
Get started today!

You are absolutely on the right track for healthy weight loss! Recently, it's been found that just walking twice a day for 15 minutes can increase your metabolism enough to get that weight loss you want. I would suggest you read "Sugarbusters" if you want the low-down on sugar and processed carbs. You will be amazed how these affect our diets. Thanks for asking an intelligent question that can help others! Godloveya.
