I do not think it is a bad idea to tell someone you like them. Perhaps you could use another word besides Hot.

I can think of better ways. You dont want to come across as desperate. How about starting a conversation with him. Touch his arm when you are talking to him, so him that you are interested in him. Put the ball in his court.
