If you are both young , which I suspect you may be you are probably both a little shy.Why not start with a smile and see if he smiles back ? You can then ask if you can join him , ask his name and see what he likes to do etc. He might be too shy to talk easily so if he knows you are friendly he may open up a bit.
If you are both staying in the same place it should be easier for both of you. Go slowly and all the best.

in all probabilty he notices you noticing him, his ego may be boosted by this and that's why he keeps starring back, he may however be shy to talk to you. So one day why dn't you send a cup of coffee or a cool drink his way! and see his reaction!! He will either accept it or refuse it, you will know your answer without embarrasment!

if i was sharing breakfast with a man everyday and then lunch then i think thats means spending a lot of time with him . You havent explained why you spend breakfast with him every day.

he's observing you and study once you are the spectacular individual for him. or maybe you're amazing at school and needs you to help him. only say to him with courtesy, "Is there something i will do for you?" or would I help you? If he solutions and provides his friendship then this is which you will contemplate and provide your answer in case you accepts him. good success!
