If you are going to attach to concrete, brick, stucco and other cementious materials you simply cannot beat the concrete screw.
Concrete screws provide fast, secure anchoring, utilizing a hardened screw with specially fashioned high and low threads that cut into the properly sized hole and thread into concrete, masonry, brick, block, etc. Installation is accomplished through the use of specially designed carbide bits (one provided free per box), and becomes an even faster operation when used with the concrete screw drive tool. The concrete screw system eliminates the need for plastic or lead anchors in medium and light duty applications, and can be removed if desired without excessive damage to the surrounding surface.
There are several brands but the best known is "Tapcon" and they are available at most hardware stores, building centers and lumber yards.
To install them, you need only a 3/16- or 1/4-in. carbide masonry bit (check the instructions) and an ordinary drill with adjustable speed (high-speed settings will shorten the life of the masonry bits).
Buy screws that are long enough to sink at least 1 in. deep into the concrete.

Honey, you would have to get out your chisel and make a hole in between bricks, where the cement is between the bricks, or whatever the hard stuff is they use to peice those pricks together with.. And dont make it too big, or you'll have a sagging picture.. However, it is possible.. you really need to borrow a friends electric drill, or something with a "hummingbird" type of point on it, and drilll away! Just fine enough of a hole to put a nail through it.. Good Luck to you!!! Smile!!!

You local hardware sells whats called a solid wall anchor. I'm sure you've seen them. The little blue plastic things that look like ridged cones? Use a masonry bit and drill a hole in the brick or mortar joint then tap in the anchor. Screw in screw or hook and your set.

Perhaps you could rough up a spot where you wish to hang a picture, using sand paper, then apply one of the 3M wall hangers they make. They come in all sizes. Roughing up the area first, will allow the wall hanger to adhere to the brick easier. It's worth a try.

You'll need to get ahold of a "hammer drill" and a masonary drill bit. You may have luck with a regular drill if a "hammer drill" is out of question. Get you a small masonary drill bit, about a 3/16 to 5/16 one and attach it to your drill and go to town. Once your hole is drilled, set your plastic anchor in the hole and then thread your screw in. Now you'll have something to hang your picture on. Good luck.
