There is no "heaven" or "God".
Humans are not innate to a "God"; humans are innate to atheism.
For example, if humans are forcefully told to believe in Jesus Christ for 200 million years; someone can innately think - "Hey, who is this Jesus guy and why is he God? I don't believe in him anymore!"
But, if humans are forcefully told to be atheists, none of them will magically say "Wait... Jesus Christ is actually God!"
Thus; proving atheism is the innate human religion.
So, to answer your question. No, it isn't a fetus in heaven, it is a fetus in the dirt in the ground (or dust if they incinerated it).

Mmmmm, good question. I have always heard that you are all brothers and sisters in heaven that if a husband and wife die when they go to heaven they don't recognize they are married but yet brothers and sisters of Christ...I don't know that it applies to the fetus but that's all I know of.

They are little people. I have not idea how it works in heaven, with young dying, and old dying - what state will we be in? I think we will be in the perfect state originally intended by God.
