An individual cannot check his/her own "criminal history" by asking the courts or law enforcement.
Official "criminal histories" are maintained by the FBI and are STRICTLY restricted with severe penalties if the information is illegally obtained or disseminated.
Each state has a focal point or public contact point where you can obtain your criminal history. There is normally a small fee that goes with your request.
Telephone your local office of the Department of Public Safety where they can direct you to the proper agency to obtain the information you're looking for.

There is a form you can get from your local PD. In my city it only costs a buck for the check, however, if they are the victim of identity theft he he will need to fill out a police report.
On a separate note, if he is a victim of idenity theft I know of a service that can help him.

The easiest, and best way, is to go to the local police station and ask for a criminal record check. He will be fingerprinted, and those will be checked against all fingerprints in the province/state for criminals. Here in Canada it costs around $25, and takes about 2 weeks for the results to come back to that station.

The best way is to run for public office.
Opponents and the media will get your complete record, and even research your geneology back as far as they can reach.
Some folks may even send you some money in the process.

Although, Yes - technically your background info is private and protected - but if you talk to a cop he can usually pull up your local file on the car's computer. They may not do it but then again the might if you explain your reasons and are nice.

a lot of states have their own webiste, you could check there. it will tell you if someone had a no seatbelt ticket- very detailed.
