Depends on if it is holy spirit season or not. If it is holy spirit season and the holy spirit is over 9" in length he could keep it, but if it is under 9" he would have to throw it back. Trying to catch a holy spirit out of season would get him in trouble, the authorities could take his boat, truck, etc.
