1. to keep him under control (it's harder for him to move away if his head is being pressed down); and 2. to keep him from bumping his head on the door frame (although they have been known to bump his head on purpose if they don't like him).

To keep you from hitting your head on the door frame. If you have a head injury then you can accuse them of abuse. Also many of the people who get to ride in the back seat are under the infulence.

So they don't bump their head getting in since the person doesn't have good balance with their hands cuffed behind their back, it is just a courtesy.

They are trying to keep them from hitting there head on the car. That is what my ex told me when I asked that question and he is a cop.

So they don't hit their head on the way in. It helps avoid lawsuits, remember, criminals in jail have nothing better to do than come up with lawsuits....
