It's about politics and playing the game. Why spend the money on traffic lights instead of on the school? Political favors. When a town spends money on things like traffic lights, they are, in effect, buying the future support of whoever they purchased the lights from. Maybe the company will support an election campaign, or contribute to some fund or other, or just put their influence behind the mayor/council/etc.
This is not to say that politicians never act out of altruism, but when something that needs money gets passed by, political maneuvering is often the reason.

No, it does not make sense, unless their have been quite a few accidents or someone getting struck by a car because of the lack of traffic lights.

No it doesn't make any sense, but you can see examples of the same thing all over. Maybe you could try to get involved, and raise awareness of the issue. I'm sure other people in your town feel the same way.

1) Don't complain.
2) Suffer to learn, and, obviously,
3) Learn to suffer.
They'd rather stop death from car accidents and drink driving than educate you more!

If you're old enough to complain, then you're old enough to write letters to local politicians and school board members and ask them to change things. Do some research and then get yourself and your friends writing those letters. That's what this country is supposed to be all about.
