Some are just more evolved then others. Just like some people developed a capacity to actually use their brain while others haven't quite caught up to the rest of us, these (cartoon!) dogs have developed special powers. I do find however, more often then not, these so called super dogs were turned that way by some type of experiment gone wrong rather then evolution. If two super dogs did somehow evolve naturally and they had offspring, they would pass those powers down,and that puppy would be a super dog also. That is how evolution works.
