Buy a bag of regular durabond. This is a powder that you mix with water. It comes in different drying times, 20, 45 and 90 minutes. It sets up extremely hard and sticks to most anything. Use the 90 and mix at low speed with a blender then use a 12 in. mud knife and skim over the wall. If your even somewhat handy the first coat will make a huge difference. After it set's, use a 6 in. mud knife and slide it over the surface removing any ridges or excess. Then switch to durabond easy sand and do the top coat. When dry, lightly sand till smooth and prime. Let dry. Now go over the surface with lightweight spackel and fill any remaining pits or low spots. Let dry, sand and spot prime then paint.

I know you asked for a smooth surface type thing but just thought I'd throw my 2 cents in here. If it were me I think I would go with a rough random stucco type surface. You could have the paint store add tint to spackling compound and just have fun with a trowl working the "stuck to the wall forever adhesive" into the stucco pattern. I've done this to several walls in different houses...one a 112 year old farm house and one a modern house on just one wall as quick, good looking solutions to crappy wall problems. If you do decide to go with this get yourself some scrap plywood or even thick cardbord and practice and try out different techniques first.

I would think putting up paneling, then painting it, would
be the easiest and probably cheapest. Ask at Home Depot
or Lowe's for their ideas too.

We had paneling at my mom's house, didn't know what was
behind it and didn't want to risk it, so just painted right
over it.. No need to prime or sand it. You could still see the
wood grain through it, so it looked kind of cool. Way better
than that dark paneling, it was from the 70's!!!!
